Michael Donahoe

Managing Partner

Michael Donahoe brings over 25 years of experience in the aviation industry, with deep expertise spanning aircraft sales, acquisitions, and specialized aerial operations. A graduate of Arizona State University with degrees in Sociology and Psychology, Michael’s aviation career began with hands-on operational roles and quickly evolved into high-level consulting and leadership.

He played a key role in the development and promotion of an advanced Aerial Surveillance System, utilizing the Beechcraft King Air 350 as a platform for intelligence, surveillance, and reconnaissance (ISR) missions. This initiative marked a turning point in his career, deepening his expertise in specialized aviation operations and positioning him as a leader in the field of mission-configured aircraft.

As the founder and owner of Integrated Aviation Group (IAG), Michael leads a firm that has facilitated aircraft transactions and aviation consulting services around the world. Since 2015, IAG has earned a strong reputation for integrity, professionalism, and results in corporate aviation, working with clients across the U.S. and Western Europe.

Michael’s vast industry network and operational know-how make him an invaluable part of the MedAir team as we expand access to airborne emergency services.

Rafael Alfonzo S.

Managing Partner

Rafael Alfonzo is a seasoned strategist in international affairs, federal policy, and public-private partnerships. As Director of Federal Government & Public Affairs at RP&B Consulting in Washington, D.C., he represents corporate clients—guiding them through complex legislative and regulatory environments while unlocking international investment opportunities across the Americas.

With deep-rooted experience in government relations and a proven track record in business development, Rafael has advised corporations, governments, and development institutions. His strength lies in building trusted relationships across public and private sectors, driving high-impact initiatives that blend commercial strategy with social purpose.

Inspired by the urgent need for equitable access to emergency care in underserved regions in the Americas, Rafael conceived MedAir as a life-saving solution—leveraging his network and expertise to bring airborne medical services to those who need them most.

He holds a Master’s Degree in Foreign Service (MSFS) from Georgetown University, with a concentration in Global Politics and Security, and academic credentials in project finance and development.

Randall Stone

General Counsel

C. Randall Stone is a seasoned attorney with over 30 years of legal experience, including a distinguished track record in state and federal courts. A licensed pilot and accomplished aviation lawyer, Randall has represented clients for more than two decades in matters involving aircraft accidents, FAA enforcement actions, and commercial aviation disputes before the National Transportation Safety Board (NTSB) and across various jurisdictions.

He serves as a panel attorney for the Aircraft Owners and Pilots Association and is a member of the Lawyer-Pilots Bar Association, combining deep aviation knowledge with litigation expertise.

Randall holds a J.D. from the University of Tennessee, an LL.M. in Taxation from William & Mary School of Law, and an M.B.A. from William & Mary’s Graduate School of Business. He has also served as an Adjunct Professor of Law and brings strong business acumen to his legal practice, particularly in IPOs, tax litigation, corporate finance, and capital formation.

Admitted to practice in Arizona and Virginia, Randall currently serves as General Counsel for MedAir, advising on aviation regulatory compliance, corporate structure, and strategic legal matters.
